The expression Mare Clausum comes from the times the Spanish and the Portuguese divided the oceans between the two of them, a bit in the same style the Romans called the Mediterraneum their own, Mare Nostrum. The way I use it here has more to do with a Gandalfian 'thou shalt not pass', a part of the inner oceans that is not yet available, whatever the reason is.
